    Remember to save your ACE reports offline before you file your CAPE submission. After CAPE acceptance, IEEPA HTS codes are removed from ACE reports almost immediately. If importers don't have those reports saved offline first, they lose visibility into what refund amounts to expect, making it significantly harder to reconcile incoming funds.   • This week in global logistics: the DOJ appeals the CIT's IEEPA refund order to the Federal Circuit; Section 232 tariff relief signed for agricultural and HVAC equipment; a new executive order overhauling U.S. customs enforcement and IOR requirements; USTR proposes 25% Section 301 tariffs on Brazil; USTR proposes Section 301 tariffs on 85+ countries over forced labor practices; TPEB capacity fully committed through June with a second rate increase signaled; a sharp spot rate surge on the FEWB; and rising air rates out of South China. 📋 Trump Signs Executive Order Overhauling Customs Enforcement: A June 3 executive order directs sweeping customs reforms, including tightened importer of record (IOR) eligibility requirements, new supply chain and beneficial ownership disclosure obligations, and a minimum 50% penalty floor on assessed violations. Foreign IORs face the biggest changes, including restrictions on informal entries and bonds. Importers, brokers, and forwarders should assess IOR structures and bonding now. ⚖️ DOJ Appeals CIT's IEEPA Refund Order: On June 2, the DOJ appealed the CIT's IEEPA refund order to the Federal Circuit and moved to block CBP Commissioner Rodney Scott from testifying at a June 9 hearing. CBP has refunded approximately $85 billion of the roughly $166 billion collected. Importers nearing their protest deadline should continue filing to preserve refund rights. ⚙️ Section 232 Relief for Agricultural and HVAC Equipment: A June 1 proclamation reduces Section 232 tariffs on select equipment categories to 15% (from 25%), effective June 8–December 31, 2027. Importers should confirm HTS classification against the Annex lists before June 8. 🌐 USTR Proposes 25% Section 301 Tariffs on Brazil: USTR's June 1 report proposes 25% tariffs on a broad range of Brazilian goods, with 1,600+ HTS exemptions. Public comments are due July 1; hearing July 6. 🌐 USTR Proposes Section 301 Tariffs on 85+ Countries Over Forced Labor: A new USTR investigation proposes tiered tariffs of 10–12.5% on imports from countries lacking or failing to enforce forced labor bans. Potential effective date around July 24.
